Qilu University of Technology (Shandong Academy of Sciences) was established in May 2017 by the integration of the former Qilu University of Technology and Shandong Academy of Sciences. Overseas Outstanding Young Scholars

Application requirements

1. Candidates should abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era.

2. Candidates should have a doctorate degree from well-known universities at home and abroad, and have more than 3 years of continuous overseas research work experience, especially excellent overseas talents, the conditions can be relaxed.

3. Candidates are generally under the age of 40 with PHD, had strong academic influence and competitiveness in the research field, and have outstanding academic development potential.

4. Candidates main research directions are natural science, engineering technology and so on. Candidates with strong competitiveness in applying for NSFC Excellent Young Scholars Fund (overseas) are preferred.

Support benefits and living security

1. Selected candidates will be appointed as a professor, granted the qualification of doctoral supervision, and provided with the enrollment indicators for doctoral students.

2. Selected candidates will obtain adequate scientific research funding guarantee, the state provides 1 million to 3 million RMB funding, priority support to declare internal teaching and research projects.

3. Eligible candidates can enjoy additional local talent subsidies, up to 250,000 RMB in Jinan and Qingdao. The children of the talented inpiduals will be coordinate and solve entering the school.

　　一、项目介绍

　　优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。

　　二、支持待遇

　　聘任为事业编制长聘教授，博士生导师，提供具有竞争力的年薪和购房补贴。充足科研经费保障，国家提供100-300万元经费资助，优先支持申报内部教学科研项目。有竞争力团队建设支持，首聘期前3年，每年单列保障1个博士研究生及2个硕士研究生招生指标；根据团队建设需要提供足额博士后指标。

　　符合条件者可额外享受属地人才补贴，济南、青岛最高可获得25万元。协调解决引进人才的子女入托入学问题。符合条件的人才同时可依托齐鲁工业大学（山东省科学院）申领山东惠才卡，可享受出入境和居留、医疗保健、社会服务等29项绿色通道服务。

　　三、申请条件

　　优秀青年科学基金项目（海外）的申请人应当具备以下条件（最终请以2025年指南为准）：

　　（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

　　（2）出生日期在1985年1月1日（含）以后；

　　（3）具有博士学位；

　　（4）研究方向主要为自然科学、工程技术等；

　　（5）在取得博士学位后至2025年4月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；

　　（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

　　（7）申请人尚未全职回国（来华）工作，或者2024年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。

　　四、学校简介

　　齐鲁工业大学（山东省科学院）于2017年5月由原齐鲁工业大学和山东省科学院整合组建而成，是山东省重点建设的应用研究型大学，山东省最大的综合性自然科学研究机构，山东省属高校高水平大学“冲一流”建设高校。在济南、青岛、济宁、菏泽、德州等地设有校区或研究机构，主校区在济南长清大学科技园。现有国家级平台基地14个，省部级重点科研平台近80个，另有省级实验教学示范中心和人才培养模式创新实验区等学生实践教学和实训基地408个。目前有8个学科的学术影响力和贡献能力进入ESI世界排名前1%，先后与50多个国家和地区的高校及科研院所建立了友好合作关系。新的齐鲁工业大学（山东省科学院）汇聚山东省优质科教资源，实行校院合一管理体制，打造科教融合优势特色，是山东省新型工业科技创新及人才培养领域的重要力量。
